Overview
The master plan includes investments in infrastructure, the creation of new, year-round offers and securing the economic future of the entire region. The master plan is based on a comprehensive study of options.
The Torrent Master Plan at a Glance
Modernisation of the Infrastructure
The Torrent master plan provides for extensive renovation and new construction of the infrastructure, lifts and service portfolio. This includes the replacement of the cable car and gondola lift in order to meet the increasing demands on capacity, reliability and safety. These modernisations should not only eliminate the technical and operational restrictions, but also significantly improve the guest experience.
New Attractions & Offers
In addition to renewing the infrastructure, numerous new products and offers are planned to make the destination an attractive year-round destination for locals, second home owners and tourists from all over the world. These include the expansion of hiking trails and bike trails, the creation of leisure and recreational areas and the development of cultural and sporting experiences. These measures are aimed at increasing the region's appeal to tourists, extending the length of visitors' stays and thus sustainably increasing the number of overnight stays.
A Year-Round Experience
Another focus is on promoting year-round tourism. The introduction of cross-seasonal offers is intended to reduce dependence on the classic winter sports months and achieve a continuous visitor frequency throughout the year. This not only contributes to economic stability, but also strengthens regional identity and local acceptance.
Time to Set Off
The implementation of the master plan Torrent is essential in order to meet several pressing challenges:
- Firstly, the Torrent adventure mountain needs a clearly defined unique selling point (USP) in order to strengthen its appeal in competition with other tourist destinations.
- Secondly, investments in the two cable cars are necessary to ensure their future viability: The Leukerbad-Rinderhütte cable car is already 53 years old and its licence expires in 2034, while the Torrentalp-Rinderhütte gondola lift is 29 years old and is licensed until 2041. This age structure can lead to technical and operational restrictions.
- Thirdly, the capacity of the Leukerbad-Rinderhütte cable car is no longer sufficient on peak days due to the increased popularity of the destination Leukerbad. The cable car will soon have reached the end of its service life.
- Finally, the connection to public transport is currently no longer optimal, which makes it more difficult to reach the valley station of the Torrent cable car and increases traffic congestion in the village.
Relevance of the Torrent Cable Cars for the Destination: The Economic Benefits are Demonstrable and Manifold.
Future-Proof Experience
The expansion and modernisation of the infrastructure will increase the region's appeal to tourists, leading to higher utilisation of existing capacities. At the same time, several investment projects for new accommodation are being planned, which will meet the demand for high-quality offers. These, in turn, will also benefit from a sustainable mountain experience.
Strengthening the Regional Economy
Another important aspect is securing and expanding regional jobs. New jobs can be created and existing ones secured through the various projects in the master plan. This contributes to the economic stability of the region and strengthens the local economy in the long term. Property values in the Leukerbad and Albinen region have also developed positively in recent years, partly thanks to investments in the destination's adventure and railway offers, as studies have shown.
The Torrent cableways and the planned further developments from the master plan therefore not only contribute to strengthening the entire region in terms of tourism, but also the economy as a whole.
Financing Approach
The project is financed by a mixture of equity, interest-free and interest-bearing debt capital and à fonds perdu contributions. For the realisation of the central projects in the basic infrastructure (mountain railways), it will be necessary to raise new equity and debt capital.
From an economic perspective, the ‘Torrenthorn pre-summit development’ project in particular will support the company's results in the long term with a positive cash flow and is therefore also of key importance for value creation in the region.
Sustainability & Future
The Torrent master plan is designed for sustainable economic development that supports the company in the long term with a positive cash flow and at the same time strengthens the region's added value. With the help of regional and cantonal support, the positive upward trend of the destination Leukerbad can be continued. The Torrent master plan defines the scenario that can be approved and realised in order to ensure the long-term development and attractiveness of the region.

FAQ
1. Background and Objectives of the Torrent Master Plan
What is the Torrent master plan?
The Torrent master plan is a long-term development strategy for the Torrent adventure mountain and is therefore of central importance for the tourism development of the local communities of Leukerbad, Albinen and Guttet-Feschel as well as for the entire destination/region. The aim is to modernise the cable car infrastructure, improve the leisure facilities for summer and winter and strengthen the region economically. The main measures include the modernisation of the feeder lifts, the expansion of hiking and biking offers and the development of the Torrenthorn as a tourist beacon. The total investment amounts to CHF 110 million over a period of 30 years.
Why is there a master plan?
The existing infrastructure needs to be modernised in order to ensure the safe and economical operation of the lifts in the future. In addition, tourism in the region is to be boosted by orientating the offer towards year-round operation. This not only secures jobs and economic benefits for the region, but also prevents the loss of property value. The measures are to be implemented in stages, with the first projects by 2030 and full realisation by 2050.

What challenges are there?
Securing funding, spatial planning adjustments and climatic conditions.
Why isn't a new cable car system being built in the Maressen?
Around 15 years ago, the Maressen chairlift ceased operation and was dismantled. As a result, money was collected for a new cable car installation. However, this money was used to recapitalise the Torrent cableways during the course of their renovation. This issue was examined as part of the Torrent masterplan, but there are various reasons against a new Maressen cable car:
- Climate change: in view of changing climatic conditions, we are increasingly investing in higher altitudes, which offer more stable climatic conditions, even if the valley near Maressen is shadier.
- Authorisation: The area is located in a source protection zone, which would pose additional challenges in terms of authorisation.
- Technical snowmaking: High-performance snowmaking, which would be necessary for the operation of a new cable car, is not feasible in the Maressen area due to the local conditions.
For these reasons, a new cable car facility in the Maressen does not make sense as part of the masterplan. We are therefore focussing on projects that are both ecologically and economically viable and will benefit the region in the long term.
Why is a new ‘Erschliessung Vorgipfel Torrenthorn’ development planned, but not the replacement of the cable car section 1?
Section 1 is part of the master plan. Section 1 is to be retained in its existing form so that access can be maintained for the next few years. With this plan and the concentration of financial resources on Section 2, transport from Flaschen can be secured and the offering for guests significantly improved. The operating lifetime of Section 1 can be significantly extended with spare parts from Section 2. The Vorgipfel access will enable a new offering, especially for the summer, and thus add value which can be used to co-finance other necessary projects such as the replacement of the cable car.
Is the pre-summit primarily intended for summer or winter use? What are the expectated results in terms of increase in first-time visitors?
The master plan is geared towards maintaining first-time visitor numbers in winter and doubling them in summer. Without a unique offering such as the development of the pre-summit with its panoramic view of the Valais Alps, this would be difficult to achieve. This promotes the destination's strategy of year-round tourism.
Why not plan a continuous cable car from Flaschen via the middle station to the pre-summit, with a single investment and a uniform cable car type?
Such a development would require a very heavy and expensive gondola lift in several sections. The development capacities vary up to and from the Rinderhütte. This gondola lift would therefore be neither technically nor financially efficient. We would not be able to cover either the investment costs or the operating costs for such a facility. The necessary and planned capacity on the pre-summit is too small for a detachable gondola lift. In addition, the stations of detachable lifts require much more space than stations for aerial tramways, which is not available on the pre-summit. The operating costs for a reversible aerial tramway are significantly lower than for a gondola lift. The Rinderhütte – Vorgipfel route is ideal for a reversible aerial tramway because terrain chambers and facilities have to be crossed.
5. Environment & Sustainability
How will the environmental organisations be involved in the master plan?
The environmental organisations have already been contacted and the master plan presented. The exchange was appreciated and the necessity of the master plan was recognised in principle, such as the replacement of the existing facilities and the relocation of the Leukerbad valley station, which ensures better accessibility and reduces traffic. You will continue to be actively involved in the discussions.
What environmental measures are planned?
Sustainable infrastructure planning, energy-efficient cable car systems, environmentally friendly snowmaking technologies and targeted environmental monitoring.
6. Population & Employees
How are employees and the public involved?
Through regular information events, transparent communication and the opportunity to help shape the project, as well as via the project website.
What advantages does the project have for the region?
Job security, economic value creation and a long-term reinforcement of the tourist appeal for the entire region.
How are the political communes involved in the process and what roles do they play in managing the project?
The communes of Albinen, Leukerbad and Guttet-Feschel, which are relevant to Torrent, are key partners in the Torrent master plan and play a central role in the entire planning, decision-making and approval process. They were significantly involved in the development as members of the project steering committee, represented by the mayors. In addition, the municipal representatives are informed about project steps at an early stage, are given the opportunity to comment and participate in the design process, and are formally involved and have a say in legal procedures – for example, in changes to land use plans, building permits or the protection of public interests. Furthermore, they and other communes in the destination actively contribute their perspectives to project-related committees or steering groups. The aim is to achieve partnership-based and coordinated cooperation on an equal footing between communes, Torrent-Bahnen Leukerbad-Albinen AG, project sponsors and other stakeholders in order to ensure broad-based development.
